The striker, who spent time with PSV Eindhoven and AZ Alkmaar in the Netherlands, will almost certainly leave Genoa at the end of the season, according to a source.
His form in Italy has attracted the attention of Juventus and Inter, but he is also attracting significant interest from the Premier League, including at least one top six club.
Gudmundsson spent time with Arsenal during his youth career before moving to the Netherlands and, according to a source, is open to returning to England.
He is under contract at Genoa until 2027 and would likely command a fee of between £15 million ($19 million) and £20 million.
After comfortably beating Israel in Budapest, Iceland must overcome Ukraine to earn a place at Euro 2024.
It would be their first appearance at a major tournament since the 2018 World Cup in Russia and their first appearance at the Euros since 2016, when they eliminated England before reaching the quarter-finals.
