The City Group, led by Premier League and European champions Manchester City, have been aware of Sullivan's progress for some time and are ahead in the race to secure the teenager's future despite interest from other major European clubs.
A source told ESPN that The City Group would potentially consider placing Sullivan with one of its clubs in Europe once the striker turns 16.
Belgian club Lommel SK, managed by former Arsenal defender Steve Bould, is among the options. He would not be allowed to join Manchester City until he was 18.
A source told ESPN that reports that Sullivan had already reached a deal with The City Group were premature and that there remained a scenario that would see the teenager remain in Philadelphia, at least for now.
“Those who may not have learned it yet, a young Cavan Sullivan has the talent and the ability to become, I will just say, a household name and he is doing very big things,” said the head coach from Philadelphia, Jim Curtin, last year.
