Former Spanish FA chief Rubiales’ FIFA ban upheld on appeal،

FIFA has announced that the three-year ban on all football-related activities imposed on former Spanish Football Federation (RFEF) president Luis Rubiales has been upheld on appeal for his actions after the Cup final of the women's world in August.

The ban was initially handed down in October for behavior “in a manner contrary to the principles enshrined in Article 13 of the FIFA Disciplinary Code”.

Rubiales kissed striker Jenni Hermoso on the lips, grabbed her crotch and threw another player over her shoulder the day after Spain's 1-0 win over England in Sydney.

“After analyzing the arguments presented to it and holding a hearing, the appeal committee decided to reject the appeal and confirm the sanction imposed on Mr. Rubiales,” the FIFA statement said.

“The findings of the decision rendered by the Appeal Committee were notified to Mr. Rubiales today. In accordance with the relevant provisions of the FIFA Disciplinary Code, he has 10 days to request a reasoned decision. “

According to FIFA, a reasoned decision would see the commission's findings published by the governing body.

Article 13 of the FIFA Disciplinary Code concerns “offensive behavior and violations of the principles of fair play” and includes “behavior which brings football and/or FIFA into disrepute”.

FIFA added that the ban could be subject to a further appeal before the Court of Arbitration for Sport (CAS).

On Thursday, a Spanish higher court proposed that Rubiales face trial for his actions.
